Election of Town Councillors: Ward 1: Arthur S Cram. Ward 2: George Peattie. Ward 3: John Wilkie.
Council: Ward 1: Frank Howard Fairweather, elected 1936; Charles M Hunter, elected 1937; Arthur S Cram, elected 1938, Junior Bailie. Ward 2: John Thomson Young, elected 1937; Kenneth C Hayens, elected 1937; George Peattie, elected 1938. Ward 3: William Ramsay, elected 1936; George Rain Little, elected 1937, Provost; John Wilkie, elected 1938, Senior Bailie.
Flass Road corner: agents accept £1 for tree and ground.
Holly Cottages: action required under sec. 14 of 1930 Act.
Cottages, Robert Street: action required under sec. 14 of 1930 Act.
ARP Committee: use house in King Street belonging to Council as HQ, shop in High Street (presently occupied by Nicoll & Smibert, empty at Whitsunday next) as store for gas masks, etc.
? Trenches behind Linden Avenue? What rent?
? Memorial tablet to late Dr Stewart?
Death of Mr R A Scrymgeour, son of ex-Provost George Scrymgeour.
Refuse dump at Canons, Northfield: continue from year to year.
Fire brigade: ?Newport's own, or joint with Tayport?
Robert Just - St Andrews District Sanitary Inspector.
Retiral of Rev. John A Clark from his church.
Kempstane right-of-way: entrance again blocked up - refer to Mr Berry. Berry didn't recognise it as a right-of-way but might come to some agreement.
May 1939. Housing conditions: 59 houses were unfit, most have been closed or demolished within the past 5 years.
Public conveniences: West Braes, Woodhaven is suitable.
Fire engine: joint with Tayport. Tayport didn't agree to all conditions.
Local fuel overseer: Bailie Wilkie - office in Nicoll & Smibert's shop.
? Fire service with Guardbridge factory?
St Mary's Lane: cinema licence applied for.
